Joel G. Howard, 78 of Harlan, KY passed away Sunday, February 23 at the Harlan Appalachian Regional Hospital.  Joel was a retired heavy equipment operator who worked in construction helping to build many of the roads and tunnels in southeast Kentucky.  He was preceded in death by his parents, Park and Willie Lee Howard.
